Main breaker box located on the outside of the house has one breaker that run about 140 deg. Per house inspector I would like to have it looked at. The powermeter for FPL needs a new conduit.

My neighbor, a retired electrician, went with me to my rental property. After looking at the main breaker located outside, he claims the box may have to be rebuilt or replaced. It was burnt on the inside behind the switches. Currently, everything seems to be working inside the home except the GFI's in the Kitchen. Could you look at this and provide an estimate?
